dated April 3, 1953: Cheating with fabricated papers

A charge-sheet was filed before Mr. M. A. Venkataramana Naidu, Chief Presidency Magistrate, Egmore, Madras that M. Rajan, P. U. John and four others had conspired and cheated Mr. Rangabhashyam Naidu and others, through fabricated false papers. The charges were under Secs. 120(b), 419, 420, 466 and 468 IPC. The prosecution stated in the charge-sheet that the accused falsely represented to Mr. Rangabhashyam that Arunachala Thevar (A5) was the legal heir to properties worth Rs. 47 lakhs left by a will by one Subbiah Konar of Shencottah, but that the legatee lacked funds to claim the legacy. With this story the accused held out promises of gain and induced Mr. Naidu to part with various sums of money. In pursuance of the conspiracy the accused posed to be Deputy and Assistant Secretary of Revenue, and said that Thevar's claim to the property was before an Arbitration Tribunal presided over by the Revenue Secretary as Chairman, when in fact there was neither such a Tribunal, nor was any such claim pending.
