Any student or parent can lodge a complaint about demand for capitation fee or donation by any college management to the Anna University Vice-Chancellor, E. Balagurusamy, or the Director of Technical Education, S.K. Prabhakar, the Higher Education department said in a public notice here today. The notice stated that based on the TMA Pai foundation judgment of the Supreme Court and the February 13, 2003 G.Os based on the order, collection of capitation fee had been particularly prohibited. The Government would proceed against any erring institution as per Sections 7 and 8 of the Tamil Nadu Educational Institutions (prohibition of Collection of Capitation Fee) Act, 1992, and they could face a punishment of imprisonment extending from three to seven years, and a levy of a fine. The notice said students need not be unduly concerned about admissions as there were enough engineering seats available in the colleges.
