Sir, The article "Working of the MPLADS" by Era Sezhiyan ( April 24 ) , hits the nail on the head as regards administrative complexities and compulsions in India. In Riggsian terminology, India very nearly represents the "prismatic SALA" model of society i.e. a society marred with formalism, overlapping and heterogeneity. The direct participation of MPs in the implementation of the scheme amounts to overlapping of structure and heterogeneity of functions which skews the authority- accountability equation. The mismanagement of scheme is the result of politicisation of administration. In today's competitive world public administration is under pressure to perform or perish and clear-cut separation of powers can alone lead to efficiency.
