Expressing apprehension that in the absence of any notification soon, the work by the Delimitation Commission may get delayed, the Lok Janshakti leader, Ram Vilas Paswan, suggested three steps for delimitation. An Act should be passed in Parliament immediately with regard to Census 2001 instead of 1991, the Registrar General of Census would be required to immediately notify the 2001 Census report and the Election Commission and the Delimitation Commission would have to complete all the formalities regarding 2001 Census, before the 2004 general elections. At a press conference, Mr. Paswan said that on the basis of the 1991 Census, there would be an increase of 13 Lok Sabha seats for the SCs/STs and 49 Assembly seats throughout the country. ``There is an apprehension that on the pretext of 2001 Census, the Central Government is trying to make the 1971 Census as the basis of delimitation, which will go against the interest of the SCs/STs,'' he said, alleging that the ``move to delay the work is a conspiracy''.
