While the private sector always bears public outrage in such incidents, this judgment rightly brings to light the usual apathy of the public administrative bodies as well as flawed implementation of rules, which actually play a key role in causing such incident, he stated. ``We hope that the judgment sets a precedent to correctly identify the responsible officials and treat them equally, even if they belong to the public administration,'' Mr. Jain added.
