Talking to newspersons here, party secretary Jagdish Mamgain said the allegations were levelled to divert public attention from failures of the Congress party and the Sheila Dikshit Government. Warning that such actions were unacceptable, Mr. Mamgain said any such misadventure in future would invite legal action. In fact, Mr. Mamgain added, Mr. Chopra should resign from his post for making unsuccessful attempts to tarnish the image of the DMRC and trying to put obstacles in smooth implementation of the project. Accusing the Delhi Congress chief of indulging in loose talk and falsification, Mr.Mamgain said it was strange that while on the one hand the Chief Minister had praised the quality of coaches and the transparency followed in their purchase, Mr. Chopra was casting aspersions without knowing the facts. "Even the DMRC Managing Director, E. Sreedharan, who was also the nominee of the Delhi Government, had written to Mr.Chopra refuting the charges levelled by him.'' At the same time, he made it clear that the Delhi BJP president, Madan Lal Khurana, took over as Chairman of DMRC only five months ago and the purchase of coaches was done before his assuming office. Meanwhile, Mr. Sreedharan has written to both Ms. Dikshit and Mr. Chopra about the allegations levelled by the Congress party. In his rebuttal, Mr. Sreedharan has informed Mr. Chopra that the statement issued by him was based on misinformed facts and expressed regret that facts could have been checked up with DMRC before going to the Press. The DMRC Managing Director pointed out that the suburban coaches being manufactured by ICF were not fit and safe for Metro Rail operations. The technology for design and manufacturing of Metro coaches was just not available in the country. Further, he said if ICF was to manufacture such coaches, they would need a lead time of at least three to four years for acquiring the technology and installing the required machinery jigs and fixtures. Even so, many of the sub systems like automatic door closing mechanism, brake system, vestibules, propulsion would need to be imported as there are not indigenous vendors for such items. Mr. Sreedharan said he had no hesitation in facing any CBI inquiry into the matter, he would only want to point out that such misinformed statements coming from persons of such standing needlessly spoils the otherwise good image of organisation. Mr. Sreedharan has also written to the, M.V. Ramani, General Manager, Integral Rail Coach factory, Chennai, on the issue and placing all facts with regard to purchase of coaches including the bidding the tendering process. In fact, an offer has been made to ICF for supply of raw material if it meets the current international standards and norms.
