India's plea against Quattrocchi fails

SINGAPORE April 30. The Malaysian Court of Appeal today turned down India's petition against the High Court's dismissal of the plea for the extradition of Ottavio Quattrocchi, Italian businessman who was residing in Kuala Lumpur until recently, in connection with the Bofors payoff investigations and trial in New Delhi.

In a legal-technical sense, the Indian Government, which has been assisted by the Malaysian authorities in the absence of a bilateral extradition treaty, may still approach the Federal Court in Kuala Lumpur.

However, Mr. Quattrocchi's counsel, Muhammad Shafee Abdullah, told The Hindu over the telephone from Kuala Lumpur that any such final move would have to be weighed against the substantive reality that the Court of Appeal had now ``struck out the entire appeal'' or petition that was moved on behalf of India last December. He said that there would be ``no right of appeal'' against the High Court's ruling.
