Women's bill

Sir, — The women's reservation bill has been delayed for so long. The Government is trying to get a consensus among various political parties. Many parties oppose this bill because it does not include the Scheduled Castes/Scheduled Tribes and Open Backward Class categories. They want separate reservation for women belonging to these categories out of 33 per cent.

The introduction of a new category of reservation for women along the existing caste-based reservation will complicate the situation. A method must be evolved within the existing reservation system. In the present system, the proportion of reservation is as follows: Open Category - 51% , OBC — 27% , SC — 18% and ST — 4% .

The best way is to introduce 33% reservation for women in all the above categories. The ratio with women's percentage in the brackets will be as follows: OC — 51% (17%), OBC — 27% (9%), SC — 18% (6%) and ST — 4% (1%). The above percentage of reservation for women should be strictly enforced to give a total of 33%. The formula will avoid the introduction of an additional category leading to confusion and conflicts of interest. It will also be acceptable to all political parties, caste-based organisations and women's fora.
