Sir, I am amazed to learn about a committee report wanting to debar engineers and doctors from the Indian Administrative Service. As one with a vast experience in administration, I have come to the conclusion that the IAS is only for the best. What matters is their interest and alertness. Doctors may be able to make an outstanding career in the IAS and engineers could be an asset. Similarly, a lawyer will be able to score too. So you cannot narrow the opening and excommunicate professionals. To debar anyone is not correct as every Indian citizen can take up this service. A routine All-India examination and a quick interview will never find out the best. We have to change the mode of selection. It would be better to make the IAS a professional group as generalists have failed to deliver the goods in the last 50 years. So the question "Who can get into the IAS?" is not at all necessary. Whoever can deliver the goods should find a place there.
