Lok Sabha nod for Delimitation Bill

NEW DELHI MAY 6. The Lok Sabha today unanimously approved the 96th Constitution Amendment Bill that seeks to make the 2001 census the basis for delimitation of constituencies of the Lower House of Parliament and State assemblies.

Replying to the discussion, the Union Minister for Law and Justice, Arun Jaitley, said the Delimitation Commission, set up in July last year, had completed the compilation of provisional figures and is expected to finalise the process based on the final 2001 census figures by the middle of next year.

The Bill seeks to provide for readjustment of electoral constituencies, including those reserved for Scheduled Castes and Scheduled Tribes, on the basis of the population census for the year 2001 without affecting the number of seats allocated to States in the legislative bodies.

The amendment was passed with all the 369 members present voting for it.

Earlier, the House adopted the 95th Constitution Amendment Bill seeking to include taxes on services in the Union List. While 333 members voted for the amendment, 10 voted against it.

The opposition to the Bill came primarily from the AIADMK which was of the view that the VAT-related legislation was exclusively within the jurisdiction of States.
