After 16 hours of deliberation that began on Thursday, a six-member panel at the Constitutional Court voted 5-1 to uphold most of a ban ordered last week by the Supreme Court. That lower court struck down 241 lists of candidates for town halls in the three Basque provinces and neighbouring Navarra, totalling about 1,500 politicians. The decision came two hours after the official start, at midnight on Thursday, of campaigning for May 25 local elections nationwide.
