Sir, The scuttling of the Women's Reservation Bill thanks to unruly behaviour by our Parliamentarians came as no surprise. I fully agree with Yogendra Yadav's article `Quota Options' ( May 9 ) that the bill is a deeply flawed piece. The article endorses the Election Commission's proposal of a system which makes it mandatory for all political parties to allot a certain number of seats to women. This will be easily enforceable as a Laloo Yadav or a Mulayam Singh Yadav will not be able to misuse it. Sunitha Bhaskaran, Chennai * * * Sir, Your Editorial `The silent majority' ( May 9 ): Instead of rotation of constituencies reserved for women, the dual member system may be introduced. It will remove the fear of the elected representatives that their constituency would be reserved or dereserved in the next election. Men will be satisfied that their rights are not taken away by women. Their chances to contest the election will not diminish. Dual membership for the constituencies reserved for women will be a boon for both sexes. G. Purushothaman, Tirunelveli, T.N.
