Sir, The news item `201 holidays, 164 working days' ( May 8 ): The holidays are a setback to the effective performance of Government. I wonder whether there is a guarantee that the staff perform on the 164 day! This is the reason for the delay in decision-making and for files stagnating. It should be noted that a Government employee gets around 1.22 days holiday for every working day. And the Government implemented the Fifth Pay Commission Report, compensating them for their non-performance, ignoring the suggestion for cutting down on holidays. Recently, the Civil Aviation Ministry put its employees on over-time work and paid them for it, whereas holidays outnumber the working days. Umesh Kumar Parida, Navi Mumbai
