Sir, The news item ( May 12 ) on the legislation to protect the girl child is indeed a moving piece of information. Rina Ray, Goa's Health Secretary, has taken a remarkable step by introducing the "Goa Children's Act, 2003." Although today we are an independent, secular and democratic nation, it is ironical that in many parts of our country the girl child is looked down upon. This legislation is undoubtedly a remarkable and a unique step in this direction. But, it is important to realise that such legislation will work only if it is taken up with the right spirit.
