BJP flays disbursal of funds

NEW DELHI MAY 20. The Leader of the Opposition in the Municipal Corporation of Delhi, Subhash Arya, today criticised the decision of the ruling Congress to allocate 40 per cent of the MCD budget at Zonal and Ward levels.

Mr. Arya alleged that the Plan budget had been allocated without taking into consideration geographical areas, population and the problems of local residents. "This is unjustified,'' he claimed.

He demanded that implementation of the allocated Plan budget be immediately stayed and a transparent policy be framed for its allocation. "The elected representatives be taken into confidence while allocating the budget,'' he said.

Pointing to discrepancies in the allotted budget plan, Mr. Arya disclosed that Rs. 2.38 have been allotted for development of parks in each Ward. "The factual position is that there are 250-300 parks in one ward compared to none in another,'' he said. Similarly, Rs. 8 lakhs has been allotted for rural areas in Rajouri Garden, where there is no village in this ward, he added.

Mr. Arya disclosed that decentralisation of powers to Zonal Deputy Commissioner was initiated last year to avoid inordinate delay in development works but now powers are being centralised under the guise of information technology.

The Zonal heads were provided financial powers to accelerate the development works but now all the major matters will come to the headquarters, he claimed. Mr. Arya apprehended that all the developmental works might come to a standstill during this year due to the wrong policies of the MCD.
