MCD-ICICI tie up to boost e-governance

NEW DELHI MAY 20. The Municipal Corporation of Delhi today signed a Memorandum of Understanding (MoU) with ICICI Infotech to provide consultancy and project management on e-governance initiatives.

As per the MoU, the IT company would provide consultancy to the MCD on issues ranging from networking to computerisation of municipal hospitals, computer literacy programmes in schools and back office automation and assistance to various departments.

Addressing a Press conference here after the signing of the MoU, the Municipal Commissioner, Rakesh Mehta, said the company would also devise the strategy to implement the IT Master Plan which is being formulated by Tata Consultancy Services. The consultancy services is for two years, for which the MCD would make a payment of Rs. 62 lakhs.

``We service an estimated population of 1.4 crore people in Delhi. Having a partner who can handle an engagement of such a magnitude and provide consultancy to the MCD in this pioneering initiative was imperative. The ICICI surpassed all the stringent criteria laid down and demonstrated an in-depth understanding of requirements and the capability to provide innovative solutions, which we are confident will add value to the citizens in the near future,'' Mr. Mehta said. He said all 12 Citizen Services Bureau would become operational by month end.

The ICICI Infotech executive director, Manoj Kunkalienkar, said: "Given the special place that Delhi holds, both nationally and internationally, this project will serve as a role model for municipal governance in the country. This is a trend where progressive government bodies are embracing information technology to facilitate transparency and efficiency in transforming the lives of citizens.''

Speaking on the occasion, the Delhi Mayor, Ashok K. Jain, asserted that aim of the drive was to digitise the records of departments that have greatest interface with the public to develop small application on client-server model with web- interface and to train municipal staff in computer literacy.

The Leader of House and Standing Committee Chairman, Ram Babu Sharma, and the Leader of the Opposition, Subhash Arya, were also present on the occasion. Mr. Arya alleged that the MoU was signed without necessary approval from the Standing Committee.
