Garbage Removal: Door-to-door collection from May 26

CHENNAI MAY 20. The Chennai Corporation will introduce door-to-door collection of garbage in at least 1,000 households in all its divisions (except the three zones where Onyx operates) from May 26, the Corporation Commissioner, M. P. Vijayakumar, said today.

Speaking to mediapersons at the Ripon Building here, Mr. Vijayakumar said streamlining the garbage collection would be the "first step" towards realising the vision of a dustbin-free city by the Pongal of 2004. "We will be coordinating with the local welfare associations and are also willing to appoint our corporation conservancy staff to handle the tricycles for collecting the garbage. We will assess the progress of the scheme over the next few months and in due course will try to implement source segregation of garbage," he said.

The biggest challenge for the programme would be in sustaining it, which the Corporation administration plans to achieve through large-scale publicity in media and by sensitising the people. "We expect the fullest cooperation from every household," the Commissioner said.

During the course of the week, zonal officers and staff would be conducting discussions with the residents' welfare associations to identify places where the programme could readily take off. "We are not trying to compete with the local welfare associations that are already doing a good job in some localities. We only want to join hands and completely streamline the system," Mr.Vijayakumar said.

Door-to-door collection of garbage and segregation of waste in to organic and inorganic waste are required norms under the Municipal Solid Waste (Handling) Rules, 2000. Though the civic agency has already commenced door-to-door collection of garbage in wards 55, 56, 58, 63, 72, 107 and 108, it has not been able to duplicate it on a larger scale.

When questioned about whether the Corporation will be able to allocate staff for every ward in the city for the door-to-door collection, the Commissioner said since the process meant simplification of garbage clearance, finding staff to do the same would not be a problem.

Meanwhile, some community-based organisations have said that they have approached the Corporation seeking allocation of open space to sort and compost garbage collected in various localities. It is their contention that despite pro-active initiatives, progress was not possible in handling solid waste in Chennai, because basic infrastructure was not being provided.
