Redeployment: officials told to report to designated authority

THIRUVANANTHAPURAM May 21. The State Government has issued notification directing all officials of the Public Works and Water Resources Departments redeployed to the local bodies to report to the designated authority -- the presidents of the respective local bodies.

An official statement said here today that all officials who have reported for work before those who are not designated for the purpose or any other officials in the panchayats should immediately appear before the panchayat presidents and submit their charge report.

The statement said that officials who have been redeployed should not be relieved from their duty in the event of promotion without the orders issued by the panchayat director or the chief engineer (local bodies). The Government notification also stated that those officials who present themselves for duty without valid orders from the panchayat director should be reverted back to their parent departments.

The Government order said that it would be the responsibility of the respective panchayats to provide the office and other facilities, including stationary and furniture, to the redeployed personnel. In case the panchayats do not have sufficient space, they would be required to provide rented office space.

The PWD's district panchayat divisions, under the district panchayats, and offices of the executive engineer would be retained in their existing places and the personnel working here would have to continue with their current duties.

Those working here would be relieved after the newly-redeployed staff assumes office, the order said.

The order said that all work undertaken with Plan funds in the village, block and district panchayats would be carried out under the responsibility of the redeployed engineers from the day they assume charge.

The order said that the duties and responsibilities of engineers redeployed from the PWD and Water Resources Department would be guided by the PWD manual section 2(B) and any subsequent amendments made by the Government from time to time. Redeployed engineers who have to work in more than one panchayats would be required to get their advance tour programmes cleared of the panchayat presidents in writing and submit it to the panchayat president and salary officer of the panchayat designated as their headquarters.

The Government order said that all redeployed personnel will be given special training in the new system being set up.

The order has been issued more as a clarification in view of the current confusion prevailing after the redeployment. More than 900 engineers from these two departments were redeployed to the local bodies, but most of them reported to the heads of their respective departments, leaving large number of panchayats unaware of the redeployment, according to S.M. Vijayanand, Planning Secretary.

It is in this context that the panchayat presidents have been designated as the reporting authority. Besides, the panchayat presidents have executive authority under the Kerala Panchayat Raj Act.
