Sir, This has reference to the article, "The judiciary", by P.P. Rao ( May 15 ). There is tremendous concern about the slide in judicial integrity in our country in the recent years. Urgent corrective measures are necessary to uphold the moral authority and dignity of this institution, which is one of the pillars of our democratic polity. The former Chief Justice of India, S.P. Bharucha, had stated with anguish that 20 per cent of the judges were corrupt. The malady of judicial corruption should be tackled before it assumes epidemic proportions. A suitable mechanism should be evolved for removal of judges of doubtful integrity. Also, the huge pendency of cases in courts and the high cost of litigation are the two biggest impediments in the easy access to justice. The huge backlog of cases in the courts should be dealt with by introducing a "shift system" in the courts, as recommended by the Law Commission in 1988. The alternative dispute redressal mechanism should also be strengthened.
