Sir, The northeast monsoon has again failed. And it is too early to say whether we will receive sufficient rainfall from the southwest monsoon this year. Due to failure of the monsoons, farmers undergo a lot of suffering. Therefore, the Government should experiment and promote cloud seeding. In California, cloud seeding has resulted in about 70 per cent success. No doubt, the costs are high. But if the technology proves successful, the production of agricultural commodities and the growth in employment will offset them. The method adopted by Israeli scientists, who treat seawater and purify it, is also commendable. In the past, we adopted their drip irrigation method successfully. We can follow their example again as we have a long coastline.
