Sir, The endorsement of the latest U.N. resolution which gives full authority for reconstruction work in Iraq to the U.S. and Britain by Germany, France and Russia reflects the changing scenario in the Persian Gulf. India, which is in a dilemma whether or not to send troops, should draw proper conclusions from these changes. Non-participation in the post-war Iraq reconstruction work will, undoubtedly, isolate India in international politics.
