Sir, This has reference to your Editorial, "Panchayats and penalties" ( ( May 26 ) . It is deplorable that many State Governments are still reluctant to decentralise their powers and to provide sufficient funds to Panchayati Raj institutions. The State Governments are under a Constitutional obligation to conduct elections to PRIs as stipulated in the Constitution. In case of failure of the States to conduct the elections to PRIs within the timeframe, the Centre has not only the power but also the duty to impose President's rule under Article 356 in such States.
