Asked about the measures to tackle the drought and the deficit in rainfall, which is to the extent of 60 per cent, he said the Cabinet subcommittee discussed the matter recently, and the Principal Secretary of the Revenue Department and that of the Rural Development and Panchayat Raj were advised to direct the DCs and chief executive officers of zilla panchayats to take up drinking water programmes in three or four months on a large scale. Water would be transported by train if the situation was serious, as done in Gulbarga District a few years ago, he added. The Minister said the Union Government had failed to release 1.65 lakh tonnes of foodgrains sought by the State for the "Food for work" programme. Of the 6.65 lakh tonnes released by the Centre, the State Government had utilised 5.4 lakh tonnes and sent utilisation reports. The Centre had also not released Rs. 43 crore for taking up drinking water supply, Mr. Nagappa added.
