Russian House approves nuclear treaty
MOSCOW
May 28.
Russia's Upper House of Parliament on Wednesday ratified a landmark nuclear deal with the United States that slashes both nation's nuclear arsenals by two thirds, giving the measure the final nod of approval it needed.
Meeting behind closed doors, the Federation Council approved the measure by a 140-5 vote with two abstentions. The vote came days ahead of a U.S.-Russian presidential summit that Moscow is eager to see pass smoothly.
The Russian President, Vladimir Putin, who negotiated the treaty during his last Russian summit with the U.S. President, George W. Bush, lobbied hard for its ratification in both houses of Parliament.
