Sir, The Centre is taking a number of policy decisions with far-reaching implications without adequate homework. The latest in the list is the Conditional Access System. Earlier, the introduction of Value Added Tax system had run into rough weather. The Telecom Regulatory Authority's decisions have been modified many times and we have certainly not heard the last of it. The Finance Minister, Jaswant Singh, had announced an LIC pension scheme in the speech, but we have not heard anything after that. Apparently, the bureaucrats are doing half-baked jobs without an in-depth study .
