The Higher Education Secretary has conveyed this in an official communication to university administrators, while detailing suggestions on assessment of performance and requirements of affiliating universities and the constituent colleges. A UGC visiting committee visited nine universities in the State between September and February 2003. The panel considered the requirements of the government-run colleges, now converted into constituent colleges, and based on its interaction, the Secretary suggested that principals closely watch the release of UGC grant, as per the recommendation made during the visit. The principals of colleges offering postgraduate programmes should take steps to ensure that at least one major project or three minor projects or six publications were taken up by heads of PG discipline to enable them to become eligible to receive the grants. The circular noted that many principals were not fully aware of several schemes, which could be obtained directly from the UGC and other funding bodies. The TN State Council for Higher Education would identify the areas of funding by taking "special steps", it added. As the principals were drawing officers of the UGC grants, they should be made to account for the funds received and their proper utilisation, following of UGC guidelines and procedures for receiving and using grants. For this, the principals should not be transferred during the formulation of representation, till the grant allotted was fully utilised. The circular pointed out that several lakhs of rupees "lapsed" without being during the previous plan period, as responsibility was not fixed on the principals. Developmental activities of the colleges would be overseen by a "governing council" comprising the Vice-Chancellor as chairman, the Dean of the College Development Council in each university as member-secretary and the principal and the Director of Collegiate Education (or his/her nominee) as members. The Dean-CDC would monitor the developmental activities, coordinating with other principals and the Vice-Chancellor would review the work periodically. "Any slackness on the part of the principals of the constituent college, may be referred to the Director of Collegiate Education for immediate action against the erring principal," the circular added.
