The Education Minister, Nalakath Soopy, announced this at a press conference held here this evening. Mr. Soopy said this was being done to put at rest criticism and apprehension from the media and the public that counselling for the management quota in Government-owned self-financing colleges was being scheduled ahead of the counselling by the Commissioner for Entrance Examinations (CEE) in order to help those institutions secure students for the management quota. The counselling for admission to engineering seats, conducted by the CEE, will commence on June 9 and will be over on June 30. Counselling for medical seats will commence on July 2 and is expected to be over by July 15. Classes for both engineering and medical courses are scheduled to commence on August 6. Admissions for the engineering courses will be carried out for 17,199 seats. Of these 4,014 seats will be in 11 Government and three aided colleges. The number of seats in Government and university-run self-financing colleges will be 4,030, and the total number of seats in private self-financing colleges will be 9,140. As admissions will not be carried out in five self-financing colleges (four in the Government sector and one in private) there will be a reduction of 945 seats. However, with the AICTE granting recognition to four new colleges, 960 seats have come into existence this year. In effect, there has been an increase, so far, of 15 seats this year. Of the four new engineering colleges for which AICTE recognition has been given now (the IES College of Engineering, Thrissur, the Mary Matha College of Engineering, Olthanni, Thiruvananthapuram, the Vidya Academy of Science and Technology, Thrissur, and the Al-Amin College of Engineering, Pattambi), admission to the Mary Matha College will be held this time subject to the necessary approval from the Government and granting of university affiliation. In order to prevent delay in commencement of classes, there will be only one allotment to Government seats in self-financing colleges. A candidate who gets allotted to a self-financing college will not be allowed to shift to another self-financing college and will only be able to shift to other branches within the same college. The higher order option for this has to be given to the CEE and to the college concerned. These candidates will be admitted to any subsequent vacancy in the Government seats in a self-financing college on the basis of the entrance rank. The college concerned can do this shift. Candidates who are allotted to self-financing colleges can, however, shift to Government/aided colleges on the basis of the higher order option given during the CEE's counselling. Only those candidates who have the minimum marks in the higher secondary or equivalent examinations (as specified in the prospectus) can be admitted either in the merit or management seats. If there are any seats left even after admissions based on the entrance rank list was over, managements can admit students based on the marks in the qualifying examinations, without effecting any relaxation in the minimum marks and qualifications specified. If there were vacancies after the first round of allotment, admission would be given to students who have passed the SAY examination on the basis of seat availability. Such candidates can also be directly admitted to the management seats, the Minister said.
