Fast track soon to clear IT building projects

CHENNAI May 30. The State Government will evolve a "fast-track" mechanism for clearance of building plans and construction projects for the information technology sector, according to Vivek Harinarain, Secretary (IT) to the government.

Following media reports that the time taken for clearance of construction of premises for IT units in Tamil Nadu was many times the time taken in a neighbouring State, the Government held consultations with builders and departments concerned to evolve a fast-track clearance procedure, which would be implemented in six weeks, he said.

Inaugurating a seminar on "Opportunities for outsourcing of financial services (BPO and IT services)', organised here today by the Indo-Australian Chamber of Commerce, Mr Harinarain said the "total commitment" of the State Government to the development of the IT and IT-enabled services sectors was evidenced by its announced policy on IT and its draft policy on ITES. The latter would provide for incentives linked to employment.

Mr. Harinarain said the fact that the IT sector enjoyed "political neutrality" (viz, encountered no resistance attributable to competitive politics) and the massive mandate that the present Government enjoyed in the legislature would ensure that its plans for the development of the sector were fulfilled.

Sunil Bhumralkar, Director, Ernst and Young, international consultants, presenting a study on India as a destination for BPO (business process outsourcing) in financial services, said back office services accounted for 42 per cent of the Indian BPO market, followed by customer interaction services (28 per cent), content development (26 per cent), medical transcription (two per cent) and remote education (two per cent). Although India offered significant advantages for offshoring of BPO, several issues needed to be addressed for a sustained long-term growth. These included quality-related issues, geopolitical risks associated with terrorism and relations with Pakistan, high rates of attrition (viz, employee turnover) caused by the monotonous nature of the work, organising training institutions and data protection.

Presentations on experience of successful running of BPO operations in India and new opportunities were made by representatives of ABN Amro, Scope International (a subsidiary of Standard Chartered Bank), AMP Sanmar Assurance, Vision Health Source India, ANZ Information Technology and SAM Consultancy Services.

S.V.Mony, Vice-Chairman, AMP Sanmar, stressed the need for human resource development in the ITES sector.
