Panel to look into vigilance set-up in DDA

NEW DELHI May 30. A team comprising a nominee each of the Central Bureau of Investigation and the Central Vigilance Commission has been constituted to conduct a study on the vigilance set-up in Delhi Development Authority with a view to revamping and restructuring it.

Announcing this, the Vice-Chairman of DDA, Anil Baijal, said today that "this is being done to introspect our own functioning and what more needs to be done to strengthen detection, punitive action and prevention aspect of the vigilance administration''.

The study team, comprising Joint Director of CBI, ACB (HQ), Paramvir Singh, and Deputy Secretary, CVC, R.M. Pillai, is expected to submit its report by July 15.

The committee will review the existing organisational structure of the vigilance set up in DDA in the light of the role it is expected to perform. It will also define the role and objectives of the vigilance set up with reference to prevention, detection and punitive functions performed by it.

The panel will also recommend measures for strengthening of the vigilance set-up, source of recruitment of personnel and training of its manpower to make it a more effective arm of the organisation. Also, looking into all other matters incidental or related to the study, the committee would provide direction to better policing within the organisation.

The need for the committee was felt as the Vigilance set up of DDA had failed to keep adequate check on the system as a result of which corruption at all levels had grown bringing a bad name to the organisation at large. Due to this the staff members not involved in corrupt practices were feeling wronged.

Though the Prime Minister had a couple of years ago ranked DDA as one of the most corrupt departments and the CBI recently unearthed a big land scam in the organisation involving senior officials including the previous Vice-Chairman, Subhash Sharma, the fact remains that still a majority of the staff do their work honestly.

As for the corrupt personnel, who form quite a sizeable chunk in the organisation, the restructuring and revamping of the Vigilance wing under close supervision of the Prime Minister's Office should be a compelling enough reason to mend their ways, lest they face the same consequence as some of the senior officials did recently.
