Sir, This refers to your Editorial, "Panchayat and penalties" ( May 26 ). Out of more than 12000 panchayats in Tamil Nadu, Dalits have occupied the position as panchayat presidents in about 2000 panchayats. In four panchayats, ``caste Hindus'' are averse to the idea of a Dalit becoming a panchayat president. The Government should enforce the law particularly the SCs and the STs (Prevention of Atrocities Act) 33 of 89 which provides adequate powers to the State Government to deal with such matters. Non-abiding citizens can be ex-communicated and their properties confiscated under chapter II under section 3 (1) VII, read with section 10 of chapter III of the SCs and the STs Prevention of Atrocities Act 33 of 89.
