The complaint of the Left trade unions representing both the workers and the officers is that nepotism and bribery have become key factors in deciding transfers. The transfer lists, allegedly, are finalised by a small coterie functioning from within the Minister's office, with an INTUC-affiliated union providing the ``necessary input''. The affected unions say that the only job left for the Chief Engineer for Human Resource, who is directly in charge of transfers and postings of officers, is to affix his signature on the dotted line. The CITU-affiliated KSEB Workers' Association, which has been staging an indefinite sathyagraha before the Vydyudhi Bhavan here for the last 21 days to press several demands, today dedicated its demonstration exclusively to highlight its resentment over the way transfers are being done in the institution. Even cases which deserve to be considered on humanitarian grounds receive no sympathy, according to the aggrieved staff. They narrate several instances in support of their complaint that even employees having serious health problems are being shunted to remote places. ``An assistant executive engineer having severe arthritis problem is being given posting in the Munnar area, the coldest place in the State, for the sheer pleasure of seeing him suffer. Another engineer whose wife is mentally challenged is kicked all the way from Central Travancore to Wayanad. An engineer, who happens to be a leader of a Left union, was shifted from place to place six times during the last two years. Yet another employee who had undergone a surgery only two weeks ago and has only six more months of service left, suddenly finds himself transferred to Kasaragod following his request for a posting at Irinjalakuda. We can give any number of such instances,'' the aggrieved employees say.
