In his opening remarks, the Deputy Chairman said State Governments, along with local self-governments, needed to mobilise additional resources for public investment while encouraging private investment and public private partnership. Mr. Pant said that though Gujarat was one of the leading States in terms of per capita income and several other indicators of development and was among the most urbanised States in the country, the benefits appeared to be unevenly spread. In recent times, the State had witnessed almost stagnant long-term growth in agriculture and regional disparities in development. It should adopt a different and more holistic strategy for the pockets of rural and tribal population spread over about ten districts.
