This comes close on the heels of Mr. Jogi being named as an accused in the killing of the Nationalist Congress Party's Chhattisgarh unit treasurer, Ram Avtar Jaggi. The letter, purportedly written by the Special Directorate of the Intelligence Bureau, had said that the IB had launched `Operation Black Sea' against senior Congress leaders. It further added that Mr. Jogi and his wife had a joint account in a Swiss bank. The letter was released to the media by Mr. Jogi, who wanted an inquiry by a Joint Parliamentary Committee. The IB denied that it had issued any such letter or the existence of the Special Directorate, soon after the Prime Minister announced a CBI enquiry. The Chhattisgarh Chief Minister has, right from the beginning, refused to cooperate with the CBI by saying that it, too, was an agency of the Government and hence the probe would not be fair. The CBI now wants Mr. Jogi to reveal the source through which he received the letter, to trace the agency from where the forged document was passed on to him. The CBI has registered a case against unknown persons under forgery, falsely implicating, and several other sections of the Indian Penal Code.
