The CBI had, on May 10, 1996, filed a case against Mr. Bangarappa, who was the Chief Minister then, the Principal of the P.C. Dental College, R.D. Pennathur, the then Health Minister, G. Puttaswamy Gowda, the Chairman of the P.C. Dental College, R.B. Choudary, and A. Manju and R. Suri Babu, the then personal secretary to Mr. Bangarappa. The CBI had booked the six accused under the Prevention of Corruption Act. It had charged that during 1991-1993 all the accused had entered into a criminal conspiracy with the objective of obtaining pecuniary advantage by corrupt and illegal means by abusing their official position for according sanction to the P.C. Dental and Nursing College to Bangalore University. Another charge was that the accused had also conspired to regularise excess admissions made by the college. These sanctions, the CBI had said, were against the Karnataka Universities Act, 1976. The case was being heard by the court of the 21st Civil and Sessions Judge, which is also the designated CBI court. On Monday, the 21st City Civil and Sessions Judge, S.V. Patil, acquitted Mr. Bangarappa and others saying that the prosecution had failed to prove the charges against the accused.
