"We are surprised at the comments," an External Affairs Ministry spokesman said, reacting to the remarks made by the new spokesman of the Pakistan Foreign Ministry. The spokesman said the Prime Minister, Atal Behari Vajpayee, had announced specifically the appointment of the new Indian High Commissioner to Islamabad and full restoration of civil aviation links. He had also referred to the importance of economic cooperation, including in the context of the South Asian Association for Regional Cooperation. While there had been some progress in the appointment of the High Commissioner by Pakistan full restoration of air links had not taken place because of Islamabad's "unwillingness" to state its position on over-flights. Pakistan had also not taken any substantial steps on trade and economic cooperation. On the resumption of the Delhi-Lahore bus service, the spokesman said India was waiting for information from Pakistan about the arrival of its technical team. UNI
