No, says LTTE

COLOMBO JUNE 11. The LTTE today rejected Colombo's latest offer of a "provisional administrative structure'' and the Tokyo Declaration, which sets out milestones for gauging the progress of the peace process, and said it would resume talks only if offered "a clearly defined draft framework for an interim administrative structure''.
