Sir, The Editorial `Treading with caution' ( June 12 ) is absolutely correct in saying: ``New Delhi should give the nod to sending a peace-keeping force to Iraq only after concerns of safety and the political implications are assessed.'' In fact, as you point out, we should send troops to Iraq only if a national consensus emerges. We must know the anticipated duration of the mission; it must have clear objectives, realistic criteria to end the mission, and an exit strategy. A national consensus seems unlikely, with the Congress already saying that our troops must go only under U.N. command and control. In such a situation, the NDA Government would do well not to bow to U.S. pressure to send Indian troops to Iraq.
