GUATEMALA CITY: Guatemala's election court refused for a second time on Monday to overturn the decision to reject Gen. Efrain Rios Montt's request to run for President in November. Electoral officials have ruled that Gen. Montt's candidacy would violate constitutional provisions that keep the presidency off-limits to military coup participants. Gen. Montt toppled the Government of Gen. Romero Lucas Garcia in 1982 and was himself ousted in an uprising. The election court first upheld on Thursday the rejection of Gen. Montt's candidacy (in the picture, Gen. Montt is protected by his supporters as relatives of war-time victims throw stones at him during a campaign rally in Rabinal, Guatemala). AP
