``We welcome the intensification of dialogue between India and China,'' Mr. Ivanov said. ``Mr. Vajpayee's visit is an important event because it reflects the tendency towards the expansion of contacts among countries in our region.'' He said Russia also attached high priority to strengthening partnership with China. Russia, India and China have ``very close views on most key issues, such as the U.N. Charter, international law, commitment to resolving international problems through political dialogue and establishment of a multilateral and just world order,'' Mr. Ivanov told the Russian television in Phnom Penh where he attended a regional security forum with the Association of South-East Asian Nations. ``Trilateral interaction is important for global stability,'' Mr. Ivanov said. ''Dialogue between Beijing, Delhi and Moscow will be carried forward.'' At the regional security forum in Phnom Penh all the three countries gave strong signals to the ASEAN that they would join the grouping's Treaty of Amity and Cooperation (TAC), effectively a non-aggression pact among the 10 ASEAN member states. Russia, India and China will thus become the first countries outside ASEAN to sign up to the pact in a coordinated demonstration of their desire to forge strategic partnership with ASEAN. Analysts said it was symbolic that the offer came at a time when the United States stepped up efforts to assert its domination in the region.
