1. Fielding of ineligible players in the Zonal Under-21 championship by Mizoram Football Association Mizoram Football Association's official responsible for fielding of these players has been suspended from performing any football-related activities for a period of one year 2. Protest lodged by Vasco Sports Club: The Disciplinary Committee was of the opinion that Mr. Douglas Silva Dos Santos, possessed correct and valid documents including a valid visa as required by the rules for eligibility of a player. Therefore, the protest lodged by Vasco Sports Club was rejected. 3. Protest lodged by Fransa Football Club: The Disciplinary Committee has decided to reject the protest lodged by it, as the protest was not in accordance with the Article XIII (1), (2) and (5) and the regulations of the 2nd Division National Football League 2002-2003. The said Article is reproduced as under: "Article XIII 1. Protest relating to qualification and eligibility of players participating in the competition must be submitted to the Match Commissioner with a copy to the Honorary Secretary of AIFF, as soon as the final registration of players has been circulated to the participating teams (In this case during Manager's Meeting); 2. Protest against any incidents that occurs during a match shall be communicated orally by the team captain immediately after the disputed incident and before play has been resumed. The team manager shall confirm such protests in writing to the Match Commissioner within two (2) hours after the match; 3. All protests must be in writing and must be accompanied by a fee of Rs. 1,000.'' The Disciplinary Committee after going through the report submitted by the Goa Football Association, fined Haywards 2000 Sporting Clube, Rs. one lakh. The fine is to be paid within 30 days. The Disciplinary Committee also decided to ban the official responsible for registering the player, from all football related activities for a period of 12 months. 4. S.Venkatesh's explanation for his absence from the camp due to his mother's illness was accepted. However, it was felt that S. Venkatesh should have reported to the camp and then requested for his release on compassionate grounds. Therefore, he was warned that any further absence from the camp would lead to automatic suspension.
