Demand to dissolve GCDA

KOCHI JUNE 25. The Kochi Corporation Town Planning Standing Committee chairman, C. K. Manisankar, has demanded that the Greater Cochin Development Authority (GCDA) be dissolved and the development agenda of the city be implemented through the metropolitan council and civic bodies.

Reacting to the reported statement of the GCDA chairman that the GCDA needed more powers for effective town planning, Mr. Manisankar lashed out against the authority and stated that the Government was maintaining the GCDA for accommodating those who had not found any place in the ruling combination.

There was no place for development authorities under the new municipalities Act and all the development authorities, except GCDA, became non-existent following the enactment of the Kerala Municipalities Act, he pointed out.

In a strongly worded statement here today, Mr. Manisankar listed plans and projects, which he said, were being implemented without any futuristic approach or vision hampering the development of the city.

He also criticised the authority of becoming a real estate agency and indiscriminately filling up the paddy fields and converting them into housing complexes.

The authority had failed to address any of the burning issues the city was facing, including the construction of drainage and sewerage system, parking areas, canals and playgrounds.

The unscientifically constructed stadium at Kaloor helped only to add the traffic snarls in the city besides forcing the authority into a debt trap, he said.

The authority cannot escape from the responsibility of defacing the natural beauty of the Marine Drive by constructing flats and thus causing environmental imbalances, he said.

The indiscriminate construction of buildings, which was cleared by the authority without taking into account the city's environmental aspects, and its drainage and sewerage needs have led to the present pathetic state of affairs, he said.

At the same time, Mr. Manisankar also cared to praise his party colleague and former GCDA chairman, K. Balachandran, for the development activities initiated during his tenure.
