However, on behalf of the Union Water Resources Ministry it was pointed out that the CWC formula was evolved in the interest of the riparian States and all should accept it. On behalf of Tamil Nadu, it was submitted that any delay in evolving the distress formula would spoil the harvest in the State this year. But Karnataka insisted that their response could be given only after consulting the State, and hence, two weeks time was given to them to give their suggestions to the CWC formula. The meeting was attended by technical experts from Karnataka, Tamil Nadu, Kerala and Pondicherry and senior officials from the Water Resources Ministry.
