Remove fear psychosis in J&K, says Kalam

Udhampur June 26. There is an urgent need to get the Jammu and Kashmir people out of the fear psychosis they had been suffering from in the past decade, the President, A.P.J. Abdul Kalam, said here today. He asked the security agencies operating in the State to take all steps to ensure that peace and harmony were restored and the menace of terrorism finally ended. Speaking after presenting the President's Colours to the Jammu and Kashmir Police, Dr. Kalam said, "We have to remove this fear from the minds of the people of the State. I am in touch with the people of the State, particularly children, who say that they are proud to be citizens of India, but they are engrossed in fear."

Asking the security agencies to be ``sensitive to the pain of the people'' of the State, the President said that thousands of people, including 873 policemen, had been killed in the State in the fight against terrorism. The role of the police had graduated from being responsible for law and order to fighting for the security of people and protecting the national integrity.

Charting out a road map for the security agencies of the State, Dr. Kalam said: "We should make efforts to have better and new technology while fighting the enemies of the country. For instance, better surveillance radars, equipment to spot terrorists and additional technology like micro processors, hi-tech computer systems, should become an important ingredient of the police force.''

If these steps were taken the casualty rate of the security forces would automatically decline. There was a need for evolving our ``own operating system,'' as commercially available systems and information accessed through Internet could be detrimental to the nation's security. ``We should have our own chip system with encryption software.''

Earlier, the President reviewed an impressive passing-out parade of trainees of the J&K police, who presented the customary guard of honour. The Director-General of Police, Gopal Sharma, took the Presidential colours.

The Governor, S.K. Sinha, the Chief Minister, Mufti Mohammad Sayeed, the Minister of State for Defence, Chaman Lal Gupta , the Northern Command in charge, Lt. Gen. Hari Prasad, and others were present.
