Though the proposed ordinance was not on the agenda of today's Cabinet meeting, it was later discussed informally with the Union Minister of State for I&B, Ravi Shankar Prasad, making out a case for such a measure. The Parliamentary Affairs Minister, Sushma Swaraj, reportedly questioned the propriety of bringing in an ordinance when Parliament was scheduled to meet within the next fortnight. Meanwhile, the Prime Minister, Atal Behari Vajpayee, and the Deputy Prime Minister, L.K. Advani, are said to have assured the Cabinet that CAS would be rolled out as scheduled on September 1 in New Delhi, Mumbai, Kolkata and Chennai. ``The Cabinet resolved that there would be no rollback of CAS. The Government is firm on its implementation; in the manner mapped out by the Ministry.... The Cabinet was unanimous on this,'' Mr. Prasad told reporters later told reporters. Without once mentioning the ordinance calling its provisions ``legislative proposals'' Mr. Prasad said the Cabinet favoured more legal consultations within the Government. Refusing to divulge details on the measures being considered, he said the legislative proposals were aimed at regulating the broadcasters.
