`Check land sale in command area'

Raichur July 12. The Kisan and Khet Mazdoor Cell of the Karnataka Pradesh Congress Committee, has urged the Government to give directions to the district administration for strict implementation of the Ordinance promulgated preventing the sale or lease of land in the command area of the Narayanapura Right Bank Canal (NRBC) under the Upper Krishna Project (UKP) in the Krishna Basin.

In a joint statement here today, Babu Rao, State General Secretary, and Prakash Kulkarni, district General Secretary of the cell, said that the cultivation had been picking up in the command area of the NRBC in Raichur District following release of water into the canal. As on today, a command area of 2,300 hectares had been brought under irrigation as against 84,000 hectares under Scheme `A' of the Bachawat Award. It was expected that the cultivable area might extend to more than 40,000 hectares in Lingsugur and Deodurga taluks by the next kharif season as the Irrigation Department proposed to maintain water supply up to a stretch of the 40th km. of the canal.

There were reports that a group of farmers from Andhra Pradesh had been trying to encourage small landholders under the command area to sell their land or lease it to them.

They pointed out that the sale or lease of land, particularly in the command area of NRBC, had increased recently with the alleged involvement of officials of the Sub-Registrar of Land Records. No action had been initiated to prevent the sale of land to farmers from outside the State, particularly from Andhra Pradesh, they said.

Mr. Rao said that though the Government had taken steps to protect the interests of farmers by promulgating the Ordinance, it was not enough.

He suggested that jathas be taken out in the command area to create awareness among farmers on not to sell or lease their land to outsiders.

He warned of an agitation if the sale of land in the command area continued.
