Sir, By declaring that the only way to provide one-third reservation for women in Parliament and State Legislatures is to create an equal number of double member constituencies, the BJP stands exposed. Our democracy is based on `one man, one vote' principle and to confer an additional right of two votes on some in selected constituencies will be ultra vires of the Constitution. The proposal has not found favour with other national parties, including the Congress, and as such the BJP is ensuring that this reform dies a natural death. Its empathy for the plight of women is only skin-deep and its intention is to defeat the idea by political skulduggery. M.K.B. Nambiar, Palloor, Mahe
