Hearing a batch of petitions challenging the civic body's move, the First Bench, comprising the Chief Justice B. Subhashan Reddy, and Justice K. Govindarajan, also asked the authorities not to initiate civil or criminal proceedings against the owners. Cattle-owners were not economic offenders and they should not be threatened with criminal action. "By tomorrow, I should not hear that even a single cattle is in custody," said Mr. Justice Reddy. The matter has been posted to August 8 for further hearing.
