A Bench, comprising Justice Y.K. Sabharwal and Justice B.N. Agrawal, also issued notices to the Uttar Pradesh State Industrial Development Corporation, the Agricultural and Processed Food Industries Export Development Authority and the Central Pollution Control Board (CPCB). The petitioner, Laxmi Narain Modi, said that incineration of all animal wastes, whether solid or slurry, should be made mandatory since viral and bacterial pathogens breed in the wastes and had the potential to infect humans and other animals. Hence, he sought a direction that no State Government or governmental agency be permitted to set up a new abattoir/slaughterhouse unless the existing municipal slaughterhouses were certified to be complying with the standards set by the CPCB. Also, the about 3,600 existing slaughterhouses should be regularly inspected and those which failed to attain the pollution control standards should be closed down.
