The fifth report of the Committee on Subordinate Legislation shows that despite the best efforts of the committee to put rules and orders under the microscope, the Excise officials were not exactly forthcoming with the entire story. The report, remarkable for the meticulousness shown by the MLAs, is also reflective of the frustration that the committee members must have felt on being denied proper replies to their several questions. The committee had gone into several rules and orders that were not tabled in the Assembly as required under Rule 166 of the Assembly. The committee has noted `with serious concern' that most of the notifications issued under the Abkari Act during 1999-2001 were not laid in the Assembly. There are also any number of places where the Committee could be seen throwing up its hands in frustration on getting scanty information on various issues raised by them.
