Habitual?

Sir, — Going by the comments of the Prime Minister, first on the talks between India and Pakistan and now on the vexed issue of Ayodhya , it seems that he has made a habit of giving a statement, observing the reaction and then making amendments. Next time he makes a statement, people should wait for his clarification before reacting to it.
